Press Release: South African Human Rights Commission enters into a Memorandum of Understanding with Midvaal Local Municipality

On Wednesday, 06 June 2018 the Gauteng Provincial Office of the South African Human Rights Commission (“The Commission”) will enter into a Memorandum of Understanding (“MoU”) with Midvaal Local Municipality (“Midvaal”). This Memorandum of Understanding seeks to ensure that Midvaal’s administrative actions, planning and decisions are guided by the Constitution and are aligned to human rights principles.  

As the focal point for human rights in South Africa, the Commission is mandated to monitor the implementation of Chapter 2 of the Constitution which provides for many rights, including those that fall within the competence of local government.

In view of the critical role played by local government as the lead agent in fulfilling some of the rights enshrined in the Constitution, the Commission has deemed it appropriate to forge institutional links with Midvaal given its track record of service delivery and for having recently received a fourth consecutive clean audit. Moreover the Auditor General has rated Midvaal Municipality as the best run municipality in Gauteng.
This positions the Municipality as an ideal partner for the Commission as good governance is an integral part of the provision of basic services and fully encompasses respect for human rights. Without good governance human rights cannot be advanced in a meaningful manner.

Details of institutional cooperation and the scope of collaboration will be disclosed at the briefing by the Midvaal Mayor Cllr Bongani Baloyi and the Commission’s Gauteng Provincial Manager. The signing of the Memorandum of Understanding will take place as follows:
