Media Alert: SAHRC to host a breakfast seminar on the National Preventive Mechanism (NPM)

On 28 March 2019, both houses of parliament ratified the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT). The OPCAT establishes international and domestic mechanisms of torture prevention through a system of regular visits to places of deprivation of liberty in order to prevent torture and other cruel, inhuman or degrading treatment or punishment. 

The OPCAT requires that states establish a National Preventive Mechanism (NPM) to prevent torture, other cruel, inhuman or degrading punishment or treatment. On that basis, the NPM in South Africa will be designated with the SAHRC playing a coordinating role together with other oversight bodies such as the Judicial Inspectorate for Correctional Services (JICS) and the Independent Police Investigative Directorate (IPID).

The South African Human Rights Commission (SAHRC) will on Thursday 25 April 2019, host a breakfast seminar to popularise the NPM. This seminar will present the proposed structure, mandate of the NPM and provide an opportunity to discuss the possible roles that will be performed by South Africa’s oversight institutions under OPCAT.
