Media Advisory: SAHRC Commissioner – Mr Chris Nissen to conduct a provincial visit in the Free State Province

The Commissioner responsible for civil and political rights at the South African Human Rights Commission (SAHRC), Mr. Chris Nissen will be conducting a Provincial Visit in the Free State Province from 5 – 11 September 2019. The purpose of the visit is to assess the treatment of persons deprived of their liberty in the province.
This is in line with the recent entry into force of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) and the establishment of the National Preventive Mechanism (NPM). The NPM is a mechanism for torture prevention through a system of regular visits to places of deprivation of liberty in order to prevent torture and other cruel, inhuman or degrading treatment or punishment.

As part of his visit in the Province, the Commissioner, will be inspecting a number of places of deprivation of liberty (detention) such as child and youth care centres (CYCCs), police stations and correctional centres with the view of assessing the treatment of those deprived of their liberty in the Province.
