On 1 March 2022, the South African Human Rights Commission’s (SAHRC) North West Provincial Office will conduct training for the Department of Health’s officials on the Convention on the Rights of Persons with Disabilities (“the CRPD”).
The training is aimed at enhancing healthcare workers’ awareness about the CRPD with a specific focus on article 25 which provides that persons with disabilities have the right to the enjoyment of the highest attainable standard of health without discrimination on the basis of disability.
The CRPD is an international human rights treaty adopted by the United Nations General Assembly in 2006 as a means of improving respect for the rights of persons with disabilities. Its purpose is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.
Before the adoption of the CRPD, other human rights instruments already addressed disability, either as part of a general focus or more specifically. The CRPD was necessary to address more comprehensively the challenges facing persons with disabilities and to better protect and promote their rights through a legally binding instrument. South Africa signed the CRPD and ratified its Optional Protocol. In terms of section 231 of the Constitution, this ratification renders the CRPD’s provisions binding on the Republic.
On 28 February 2022, the SAHRC conducted training for healthcare workers from the Bojanala and Dr Kenneth Kaunda Districts. On 1 March 2022, healthcare workers from the Ngaka Modiri Molema and Dr RS Mompati Districts will attend the training.
