02 March 2022

ATTENTION: Editors and Reporters

On 2 to 4 March 2022, the South African Human Rights Commission’s (SAHRC) North West Provincial Office will convene a provincial investigative enquiry into allegations of inadequate infrastructure in public schools in the North West Province.

The provincial investigative enquiry forms part of an ongoing investigations of numerous complaints into allegations that the infrastructure of various schools in the North West Province does not comply with the relevant legislation, policies and norm and standards. In particular, the complaints raise allegations concerning deteriorating buildings, shortage of classrooms, asbestos roofing, lack of access to sufficient water and basic sanitation.

The SAHRC conducted monitoring in various schools in the North West Province and observed serious challenges relating to the state of infrastructure in some schools.

The provincial investigative enquiry, amongst others, seeks to establish the following:

  • The prevalence of inadequate school infrastructure in the North West Province;
  • The root causes of inadequate school infrastructure in the North West Province;
  • The State’s plans, if any, to address school infrastructure in the North West Province; and
  • The impact of inadequate school infrastructure on learners’ rights to basic education, equality, dignity, water, sanitation and children’s rights under section 28 of the Constitution.
