The Eastern Cape Provincial Office (“ECPO”) will host a human rights engagement with the Provincial Executive Committee of the province to strengthen the working relationship with the South African Human Rights Commission (“Commission”). Further, the engagement will focus on engaging on the systematic human rights challenges the ECPO has identified in the province and the need for government to be held accountable. The Provincial government will also be appraised on most prevalent complaints within the Province, the most unresponsive government stakeholders, as well as general human rights trends within the Province.
The Constitution provides that organs of state must cooperate, be responsive and provide the necessary assistance to Chapter 9 institutions such as the Commission, in order for the institutions to perform their functions. These duties by the Commission include the duty to provide appropriate redress when human rights are violated, to promote human rights, to review government policies, legislation, and to monitor and assess the performance of government. Finally, the Constitution provides that provincial governments must provide an oversight role to municipalities by monitoring and supporting them to enable municipalities to perform their functions.
