The South African Human Rights Commission (“the Commission”) Gauteng Provincial Office (GPO) in line with its mandate will visit Johannesburg Correctional Centre – Sun City on 14 December 2022.
Section 184(1)(c) of the Constitution obliges the Commission to monitor and assess the observance of human rights, including the protection of persons in places of deprivation of liberty in the Republic.
The planned visit to the Centre is guided by the National Preventive Mechanism (NPM) through the United Nations adopted Optional Protocol to the Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT), which is a system of regular, independent visits to places of deprivation of liberty that serve as an important safeguard against abuses and prevent torture and other cruel, inhuman or degrading treatment or punishment in places that by their very nature fall outside the public scrutiny.
