The South African Human Rights Commission (SAHRC/Commission) will conduct a stakeholder engagement with the Department of High Education and Training and various Technical, Vocational Education and Training (TVET) Colleges. The aim of the stakeholder is to foster a culture of human rights, a deeper understanding of human rights, and increase the realisation of human rights to enable participants to assist in identifying human rights abuses within the institutions.
South Africa is a signatory of international covenants, conventions, and declarations toward the accessibility of education for all. The Universal Declaration of Human Rights, the United Nations International Convention on the Rights of Persons with Disabilities (UNCRPD), and the South African Bill of Rights enshrined in the Constitution of the Republic of South Africa form the basis of all strategies and guidelines developed towards granting People with Disabilities their basic human right to education. Although there are such legislations, many students with disabilities are still experiencing violations at institutions of higher learning, especially at the level of Technical and Vocational Education and Training (TVET) Colleges.
Consequently, there seems to be challenges between basic education (where learners with disabilities drop out of school due to bureaucratic processes between basic education and DHET) and DHET in addressing the skills of learners with disabilities. This is a clear indication why we find majority of them, dependent on government grants.
