Media Advisory: Call for submissions in respect of the Commission’s Inquiry to Investigate the Inaccessibility of roads in the Eastern Cape

Attention: Editors and Reporters

26 October 2023

The South African Human Rights Commission (Commission) in the Eastern Cape has received complaints pertaining to human rights violations emanating from poor and/or inadequate road infrastructure which may impede access to health care services, education, social security, food security, basic services and police services. The complaints illustrate the crucial role that road infrastructure plays in ensuring the enjoyment of basic human rights and facilitating access to socio economic rights.

The SAHRC in Eastern Cape is characterised by a vast rural landscape with communities spread across diverse terrains. Unfortunately, many of these areas suffer from inadequate and poor road infrastructure, resulting in limited accessibility for residents. The inaccessibility of roads in the Eastern Cape poses significant challenges to accessing socio-economic rights.

In view thereof, and in line with the Commission’s mandate, the SAHRC in Eastern Cape has resolved to host a Provincial Inquiry Into the Inaccessibility of Roads. The Inquiry seeks to ventilate the root causes and identify possible solutions and/or measures by the relevant role players to construct, maintain and/or rehabilitate adequate roads in the province.

The Commission also aims to hold to account the relevant implementing stakeholders who may be neglecting to realise their respective mandates in order to address and prevent these prevailing apparent human rights violations.

The inquiry is scheduled to take place on 20 to 24 November 2023 at the Eastern Cape Provincial Office Boardroom.

To this end, the Commission hereby invites members of the public, civil society organisations and interested parties with relevant information relating to the inquiry to make submissions to the panel for consideration as well as potential follow up and participation.

Written submissions must be delivered to the Commission by 10 November 2023 to the following addresses:
