Media Statement: Reflecting on the 2024 school year - A reminder on SAHRCs School Uniform Report

As South Africa prepares for the commencement of the 2024 school year, the South African Human Rights Commission (SAHRC/ Commission) takes a moment to reflect on the critical issues surrounding school uniforms and learner appearance policies. The SAHRC's “School Uniform and Appearance Policies” Report, issued in October 2023, brought to light various challenges that impact the rights and well-being of learners across the nation.

One of the key recommendations from the SAHRC's report emphasizes the necessity to cap the costs of school uniforms. The Commission acknowledges the financial strain that expensive school uniforms can place on learners and their families. Therefore, it is imperative for the National Department of Basic Education (NDBE) to conduct a baseline assessment to determine a reasonable cap on the costs of basic school uniforms, considering the socio-economic circumstances of the country.


This recommendation aims to ensure that school uniforms are affordable, reducing disparities among students and promoting a more inclusive educational environment. The SAHRC urges the Department to take prompt action in implementing this recommendation to alleviate the financial burden on families and guarantee equal access to education.

The SAHRC's report also scrutinized issues related to hair policies in schools. The Commission strongly condemns the policing of learners' hair, particularly instances where certain practices disproportionately affect specific race or cultural groups. Hair policies that discriminate based on race, gender or cultural diversity are not only unjust but also undermine the principles of equality and dignity.

As we embark on the new school year, the SAHRC invites all stakeholders, including the National Department of Basic Education, School Governing Bodies, educators, and parents, to collaborate in implementing the recommendations outlined in the SAHRC's report, as well as those issued by the Competition Commission. By working together, we can create a learning environment that upholds the rights, dignity, and equality of all in our schools. The SAHRC remains committed to monitoring developments in this regard and encourages ongoing dialogue to address the broader challenges associated with school uniforms and appearance policies.
