Media Statement: The Accessibility of beaches by Persons with Disabilities

Attention: Editors and Reporters

11 March 2024

In commemorating Human Rights Month, Professor Tshepo Madlingozi, Commissioner of the South African Human Rights Commission (SAHRC) visited the Eastern Cape. During the visit Commissioner Madlingozi and the Eastern Cape Provincial Office (ECPO) conducted a series of impactful activities within the province pertaining to education and equality matters.

The ECPO confirms that it has an ongoing investigation relating to the state of sanitation facilities at various beaches along the East London coastline, specifically whether such facilities accommodate persons who utilise wheelchairs. The scope of the investigation has broadened to include the possibility of one of the beaches being identified as a beach that will accommodate persons utilising wheelchairs who may be able to traverse the beach up to the ocean’s edge.

The broader society, inclusive of local and provincial government, need to be cognisant of the fact that everyone has the right to equality and to have their human dignity promoted and respected, thus creating an environment where one can live independently and participate fully in all aspects of life.

On Thursday, 7th March 2024, Commissioner Madlingozi, along with the ECPO team, conducted a stakeholder engagement with the Buffalo City Metropolitan Municipality’s Executive Mayor, Ms Princess Faku, and a delegation of municipal officials to discuss the way forward in ensuring that the sanitation facilities at East London beaches adequately accommodate persons utilising wheelchairs. The SAHRC expressed the importance of promoting equality and inclusivity for persons utilising wheelchairs as enshrined in the Constitution. Ensuring beach accessibility aids in the integrating of persons living with disabilities into the community, enhancing social cohesion and promoting independence. Additionally, accessible beaches will draw a broader spectrum of tourists which would yield positive economic benefits.

The Executive Mayor shared a similar sentiment, confirming the municipality’s commitment to enhancing accessibility for all. Further, that internal processes will be initiated for the procurement of beach wheelchairs and amphibious wheelchairs and other accessibility aids.

Both the SAHRC and BCMM expressed mutual appreciation for their collaborative efforts towards comprehensive accessibility for person living with disabilities. This key partnership is a significant stride in upholding and promoting the rights of all individuals, marking a promising step towards an inclusive and equitable society.
