Media Statement: The SAHRC’s Inquiry Report into the state of service delivery at local government tabled at the Free State Legislature

On Tuesday, 26 November 2024, the Member of the Executive Council (MEC) responsible for Cooperative Governance and Traditional Affairs (COGTA) in the Free State Province, Mr Saki Mokoena, tabled before the Free State Legislature the South African Human Rights Commission’s (SAHRC/the Commission) Inquiry report into state of service delivery at local government in the Free State.

The Free State Legislature subsequently referred the Inquiry report to its Cooperative Governance and Traditional Affairs and Office of the Premier Portfolio Committee for consideration. The Commission welcomes this latest development as it will allow the Legislature to exercise its important oversight role and ensure the implementation of the recommendations contained in the Inquiry report.  The inquiry was necessitated by complaints relating to lack of access to water, electricity, housing, sanitation and refuse collection have remained amongst the highest complaints received by the SAHRC in Free State.  

This Inquiry report contains several findings and recommendations directed at all the local municipalities, as well as the Mangaung Metropolitan Municipality. Also included in the report are the Provincial Departments, namely: the Free State Department of Water and Sanitation and the Free State Department of Cooperative Governance and Traditional Affairs.
