Media Advisory: The SAHRC to brief the Mpumalanga Provincial Legislature on its Inquiry Report into the State of Service Delivery within municipalities in Mpumalanga

The South African Human Rights Commission (SAHRC/the Commission) to brief the Mpumalanga Provincial Legislature’s Portfolio Committee on Cooperative Governance, Human Settlements and Traditional Affairs, on the contents of the inquiry report into the state of service delivery within municipalities in Mpumalanga Province.

The investigative inquiry came at the backdrop of service delivery complaints received against various local municipalities in Mpumalanga over the years. The report identified several systemic challenges, among others: high levels of Eskom debt; dilapidated infrastructure; violations of constitutional and statutory obligations through allowing sewage spillages; high levels of unauthorised and wasteful expenditure; and inability to collect revenue. The SAHRC made several directives to all the 17 local municipalities in the Mpumalanga Province.

The Commission has noted efforts by implicated municipalities in implementing its state of service delivery report recommendations albeit with reports of limitation of resources. As such, the briefing of the legislature is a significant step given the crucial role of oversight it exercises over government in the achievement of human rights.
