The woman was identified by the Sowetan newspaper as 60-year-old Belinda Migor, who reportedly provides bookkeeping and administrative services to businesses around Ekurhuleni, and who reportedly blamed her racist rant on her diabetes.

In the message, she is heard saying, among other things, that black men should be banned because they rape, steal, and kill, worse than any pitbull could, and they get away with it.

She also called for the uteruses and ovaries of all black women to be cut out so "that they cannot procreate because they will all turn out the same because they are all the same…"

SA Human Rights Commissioner, Andre' Gaum, described the contents of the woman's voice message as "horrific and deplorable.

"It no doubt constitutes prima-facie hate speech of the worst possible kind. As a result, the Commission's Gauteng Provincial office is assessing the matter and a decision is pending as to either investigate it or take it to the Equality Court."

"The Court could also be approached to refer the matter to the NPA for possible prosecution," Gaum said.

The Sizwe Kupelo Foundation has strongly condemned the utterances of the woman.

He told Algoa FM News that the Foundation does not intend to take the matter further, as the SA Human Rights Commission, is taking up the issue.

"We feel that the voice note is unfortunate. It has no place in South Africa. It is distasteful," he said.

Kupelo said the Foundation's campaign is "genuine" and about protecting lives.
