In context of the above overall objective of the assignment, consultants are ultimately expected to produce the following outputs: 1. On the basis of high quality analysis, a report on:(a) the characteristics of children caught up in the phenomena of poverty traps and social exclusion, underlying causes of their situation and implications for policy; (b) characteristics of children who were but have escaped poverty traps and social exclusion, underlying factors for their ‘escape’ and implications for policy; 2. A report on lessons from South Africa as well as countries that have successfully eliminated/substantially reduced poverty traps and social exclusion; 3. On the basis of high quality policy analysis, a report on concrete policy recommendations to lift children out of poverty traps and closer to the goal of a more inclusive society. Policy recommendations should cover two areas: (a) modification of existing policy instruments and/or additional policy instruments required to break the phenomenon of poverty traps and social exclusion among children; (b) governance/institutional measures to ensure the implementation of policy recommendations.
