The Report emanates from a comprehensive investigation conducted by the SAHRC through its North West Provincial Office following a series of complaints regarding service delivery challenges across several municipalities in the North West Province.

The South African Human Rights Commission (SAHRC/the Commission) welcomes judgment delivered by the Gauteng Local Division of the High Court, Johannesburg on an application instituted by Kopanang Africa Against Xenophobia, the South African Informal Traders Forum, the Inner-City Federation and Abahlali BaseMjondolo (‘the Applicants’) seeking relief against Operation Dudula and certain of its office-bearers in respect of ongoing xenophobic speech and conduct, and against the Government of the Republic of South Africa, and more specifically the Ministers of Police, Home Affairs, Justice and Constitutional Development, Health, Basic Education, as well as the Gauteng MECs for Health and Education, for failing to discharge their duties in relation to Operation Dudula’s unlawful conduct.

Today, 12 November 2025, the South African Human Rights Commission (the Commission) launched the SAHRC 2025 School Readiness Monitoring Report, A National Overview of Public Schools Readiness in South Africa 2025 (Schools Monitoring Report).  The 2025 monitoring project emanates from complaints lodged with the Commission regarding challenges with access to basic education as enshrined in section 29 of the Constitution of the Republic of South Africa, 1996.

The South African Human Rights Commission, represented by Norton Rose Fulbright South Africa’s Social Impact team, pro-bono, welcomes the court order granted on 10 November 2025 by the Pretoria High Court. The Court order declared the Madibeng Local Municipality’s failure to provide a basic water supply to the residents of Klipgat C unconstitutional and in contravention of the Water Services Act 108 of 1997 and its regulations.

Therefore, World Toilet Day is a time to reflect and introspect as a country on how we are faring in ensuring access to sanitation for all. The South African Human Rights Commission (SAHRC) reiterates that safe, hygienic, adequate sanitation is essential in living a dignified life.

This year is the 40th anniversary of the first State of Emergency by the apartheid regime. In recalling this ignoble anniversary, I choose to focus on the challenge the apartheid regime sought to address with that unprecedented suppression tool: people’s power. I posit that one of the outcomes of the National Dialogue ought to be the reinvigoration of the spirit and praxis of people’s power.
